Its a mix of Princess Valkyrie of planet Valhalla and the Pokemon Gardevoir. The anime is UFO Ultramaiden Valkyrie & is my favorite anime now :) I got the idea to cross the two because of the wings... Gardevoir looks like she has 'em too ;)

I got the lighting to show nicely in this one.

I must say, this is drawn and colored rather well and it gives Gardevoir a look of royalty. Would be cool if this was an evolution or something. Keep up the drawing, I think you can do even better.
